Adds a Java Compiler dependency for code instrumentation.

By default, the version is determined by the IntelliJ Platform build number.

If the exact version is unavailable, and the BuildFeature.USE_CLOSEST_VERSION_RESOLVING flag is set to true, the closest available version is used, found by scanning all releases in the repository.
